congressman paul ryan sparred on a number of issues, including the economy, the crisis in syria, health care, and abortion. ryan said there aren't enough rich americans to tax to pay for all the spending. vice president joe biden said the only way to pay for romney's plan is to raise middle class taxes. the two also shed their differences on libya. >> we should not be imposing these devastating defense cuts because what that does, when we equivocate on our values, when we show we're cutting our own defense, it makes us more weak. it projects weakness. when we look weak, our adversaries are more willing to test us, they're more brazen in their attacks, and they're much more willing to attack. >> that's a bunch of malarky. the congressman cut defense spending in his budget $300 million below what we asked for. >> both agreed it's time to wind down u.s. involvement. ryan said he agreed with the president to pull troops out of the country by 2014 but felt the

white house should not announce a deadline and expose potential weakness. a difficult day for the wife of a man beaten and robbed in eastern market. she'll come face to face with the subjects in court. thomas macelin has been in the hospital since august. he's blind in one eye and unable to walk or feed himself. last night a business community in capitol hill announced a $10,000 trust for macelin's family. his wife abby accepted the donation. she also talked about a safety festival being held next weekend. >> be part of a greater community. this is not only a reminder that we're members of this community, but it's a visceral and real experience for us to bond together in a way we should be doing every day, and it shouldn't take horrible experiences like these to inspire that spirit. >>homas branch and couti are expected in court today. the third defendant, waived his hearing. a 4-year-old boy is lucky to be alive after he fell from a ninth floor window in silver

spring. this happened at an apartment building on piney branch road. a tree helped break that fall. the boy's family was at home at the time. he was taken to children's hospital with a broken femur and a head injury. this morning several families in montgomery koipt co are out of their hoemds after a fire tears through townhouses. it happened along cannes avenue in olney, maryland, last night. one home is a total loss while others were damaged. plumbe plumbers using a torch to work on pipes may have started the fire. neighbors say they were shocked to see the homes go up in flames. >> everything the family had in there, it just went away, it's gone. the red cross is assisting those families, but it does not appear that anyone was hurt. six minutes after the hour right now. ahead, the surprising winner of this year's nobel peace prize.

how about this for an eye opening discovery? a florida map walking along the beach about 35 miles north of miami when he stumbled upon an eyeball. i don't think he stumbled on this, though it's big enough he could have. the man called florida fish and wildlife officials and turned over that huge eye for some research. the federal wildlife commission has also stepped in to try to figure out what kind of animal this eyeball belonged to. beautiful blue eyes. >> probably a big squid. what did you say, veronica? >> cyclops. >> i still think it could be some sort of prop. the color is so intense. it's hard to believe it's real. >> they think maybe a squid or a whale or something like that. >> all right. very nice.

it's slow going for the retired craft. the 12-mile trek is going to take two days. right now it's headed to a private parking lot for a nine-hour layover. that layover happening as crews deal with power lines farther ahead on the route. the trip will end at the california science museum where the shuttle will spend its retirement, take a little rest there to prep. hundreds of trees were cleared away from the city, and sidewalks had to be closed. for pedestrians, looks like a lot of fun at the news desk. melissa mollet, news 4. i think it ran through a red light. new this morning, the mars land rover curiosity appears to have made a very surprising yet familiar find on the red planet. while testing rocks for chemical compositions, curiosity uncovered a rock that is new to mars but very similar to ones found on earth around hawaii and other pacific islands. nasa is being very careful when it comes to describing what this means. curiosity landed there in august and is trying to uncover whether there was ever life on mars.

new this morning, the winner of the 2012 nobel peace prize. >> the nobel committee has decided that the nobel peace prize for 2012 is to be awarded to the european union. >> that announcement made just a short time ago in oslo, norway. the chair of the nobel committee says the european union helped transform once wartorn europe into a continent of peace. the award comes as the eu is confronting its biggest financial crisis since its creation in the 1950s. the european union parliament president tweeted he was, quote, deeply touched the echlu had wo. a man arrested at l.a.x. for carrying a suitcase full of weapons will be in court this morning. he was stopped on his way from japan to boston. he was wearing flame retardant pants and knee pads. police found a smoke grenade, knives, a hatchet, body bags,

and other suspicious items in his checked luggage. the defense department is hoping to build a public-private partnership to help thwart cyber attacks. leon panetta says government and business need to work together to promote cyber security. iran launched a series of sib err attacks on oil and gas companies in the persian gulf. they appear to be in retailiation for u.s. sanctions against the country. panetta called those the most destructive the private sector has seen. a plane intercepted by turkey was carrying russian military equipment. the turkish military forced the syrian flight to land wednesday. state media reports missile parts, radio receivers, and other equipment was found on board. syria called the incident piracy, and russia says the search of the plane was illegal. it further heightens tensions between turkey and syria that have been firing shells at each other since last week.

coming up at 19 after the hour. today colorado authorities hope that they can say if the body they found is that of a missing girl or if the search should continue. today marks one week since the disappearance of 10-year-old jessica ridgeway. earlier this week, police discovered a dismembered body in a rural park about seven miles from the child's home. detectives are trying to figure out if the person could be jessica. she hasn't been seen since leaving for school last friday morning. a traffic aleathrt in fairf county now. right after the rush, vdot will shut down the left hov lamp from i-66 eastbound that goes to the inner loop of the beltway. vdot says it needs to close the ramp to finish the express lanes project on time. all traffic will have to use the ramp on the right side of 66 to get on the beltway. construction workers will say, yes, this may cause more backups now, but that should ease up soon. >> we live here. we drive through it. we're a part of the pack. we understand it. but we know the end is near and

a bitter battle between two california democratic congressional candidates nearly turned physical during a debate yesterday. representative brad sherman and fellow congressman howard berman went nose to nose. one of them put his arm around the other one in a not so friendly way. a police officer came onto the stage and asked the men to move away from each other. pretty tense situation there.

rapper nelly is free this morning after police in texas uncovered heroin, marijuana, and a gun on board his tour bus. border patrol agents found 36 zip-lock bags of heroin, a small amount of marijuana, and a loaded .45 caliber pistol. police say somebody else on board claimed the drugs and the gun were his. he was arrested. nelly and the others were released. it is now 6:27. 49 degrees. after the break, it's tough to swallow. whose water bill may be going up. have been to so many funerals. i signed the banner this morning. seven names of people i've said good-bye to, and i do not want my granddaughters, my first granddaughter is just a teenager now. i do not want her to fight the same battle i did. no way. >> now, we were talking about the numbers are down this year. 1,600 participating this year. we had 2,300 last year. there was the controversy with planned parenthood and funding, and numbers seem to have been dropping since then. just your thoughts on that. is it important to make sure the fund-raising keeps going? >> oh, absolutely. in my fund-raising letter, i said breast cancer doesn't care whether you're pro life or pro choice. it doesn't care what sex you are. it doesn't care what race you are. it doesn't care. it doesn't care what country you're from. and every single dollar is a closer step toward a cure. the difference in what's offered to women today compared to me 28 years ago is phenomenal, but it's still not good enough. people are doing everything

right, and they still lose their battle. >> all right thank you, ladies, for joining us. i don't know if i mentioned. they are from seattle. have a great time. of course, this is going to be going on all weekend long. reporting live outside the d.c. armory, megan mcgrath, news 4. back to you guys in the studio. >> thanks, megan. the meningitis outbreak continues to spread this morning. according to the cdc, virginia has 30 confirmed cases of the infection. 9 have been reported in maryland. one person in each of those states died. the nationwide death toll now stands at 14. in all, 170 people have been sickened in the outbreak that now spans 11 states. the massachusetts pharmacy linked to tainted steroid shots has recalled all of its products. today an alexandria woman will learn just how long she'll spend in jail for a deadly road rage incident. gloria mcmillan pled guilty in august to felony hit and run. her suv dragged 21-year-old shalinda arrington. it happened after the two got in an argument on harrison lane in mt. vernon in may.

arrington was on the way to the hospital to visit her mother recovering from a stroke. records show that mcmillan has been cited in the best for reckless driving. a new independent report shows many school facilities in prince george's counties are in fair or poor condition. only 30 of the more than 180 in the county are considered to be in good condition. it looks like it could take as much as $2.8 billion to get everything taken care of. >> i've noticed all of pg county, a lot of the schools are old and need to be rebuilt and things of that nature and renovated. at least renovation. >> the facility is poor, and i wish they would definitely replace the bathrooms. >> the school board will review the findings at its next meeting on october 23rd. >> people who live in prince george's county could see an increase in their water bill soon. a council committee approved a 7.5% increase. that would give wssc the right to add $5.23 to every bill.

their homes after a fire tears through a row of townhouses. it happened along cannes avenue in olney, maryland, last night. one home is a total loss while two others are damaged. firefighters say plumbers were using a torch to work on pipes may have started that fire. neighbors say they were shocked to see the home go up in flames. >> everything that family had in there is just went away. it's gone. >> the red cross is assisting those families, but it does not appear anyone was hurt. a prince george's county council member is ordering a crackdown on a property manager in langley park. this is an update on a story first reported by our prince george's county bureau earlier this week. people living in the bedford station, victoria station, and new bury square apartments. they say they're living in deplorable conditions. for years, many complained of bed bugs and mites as well as holes in bedroom ceilings and
